2019年3月27日在法國斯特拉斯堡，歐洲議會以壓倒性投票結(jié)果通過的一項“禁塑令”，規(guī)定到2021年，歐盟成員國將禁止使用包括一次性塑料餐具、塑料制棉簽、塑料吸管、塑料攪拌棒在內(nèi)的10種一次性塑料制品。我國海南省也開始制定名錄，逐步推進，到2020年底前，在全省范圍內(nèi)全面禁止生產(chǎn)、銷售和使用列入名錄的一次性不可降解塑料袋、塑料餐具。相信不久，其它省份也會逐漸跟進，最終在全國范圍內(nèi)禁止生產(chǎn)和消售一次性不可降解塑料產(chǎn)品，不可降解塑料在不久的將來將被可降解的生態(tài)塑料取代。那么怎么評估塑料的可降解性呢？EN 13432 與美國的ASTM D 6400是目前評估可降解材料的兩份綱領(lǐng)性標準，是BPI認證、DIN CERTCO認證、OK Compost認證的基礎(chǔ)文件。

一 、標準名稱

EN 13432-2000 Packaging - Requirements for packaging recoverable through composting and bio-degradation - Test scheme and evaluation criteria for the final acceptance of packaging.

二、EN 13432的測試項目及要求

1、Volatile solids 揮發(fā)性固體含量

   標準要求：至少含有50%以上的揮發(fā)性固體。

2、Heavy metals and other toxic and hazardous substances 重金屬（砷、鎘、鈷、汞、鉬、鎳、鉛、硒、鋅、銅、氟）

3、Aerobic bio-degradation tests 最終需氧生物分解和崩解能力的測定 ISO14855-1:2005

   標準要求：180天降解率達到90%以上（90%的物質(zhì)轉(zhuǎn)化為二氧化碳和水）

4、Aerobic composting 塑料材料崩解程度的測定 ISO 16929:2002

   標準要求：12周的堆肥材料崩解90%的測試材料，應(yīng)分解為小于2mm的碎片。

5、Determination of ecotoxic effects to higher plants  陸生植物生長試驗  OECD208

   標準要求：堆肥后的材料用于培養(yǎng)植物，發(fā)芽率和生物量應(yīng)達到比對樣的90%以上。

三、EN 13432涉及的標準

4、GB/T19811-2005在受控條件下堆肥化中試條件下塑料材料崩解程度的測定(1SO16929:2002 IDT)

5、ISO 14855-2受控堆肥條件下材料最終需氧生物分解和崩解能力的測定采用測定釋放的二氧化碳的方法第2部分:實驗室規(guī)模用重量測定二氧化碳釋放量( Determination of the ultimate aerobic biodegradability of plastic materials under controlled composting conditions-method by analysis of evolved carbon dioxide-part 2: Gravi-metric measurement of carbon dioxide evolved in a laboratory scale test)
